General Description of Scope of Services:
This contract is to provide non-complex general construction services (alteration/repair) at Beale AFB, California.  No work involving design will be required.  The NAICS code for this procurement is 236220 (Commercial and Institutional Building Contractors).

This will be a firm fixed price multiple award construction contract.  All work to be acquired under the contract will be accomplished by the issuance of individual task orders.  The individual task orders to be placed under the contract will range in dollar value from approximately $2,000 to $30,000.  No individual task order shall ever exceed $150,000.  The Maximum Order Limitation (MOL) shall be $3,500,000 aggregate for all task orders for the entire term of the contract amongst all awarded contractors.  Offerors will be required to provide a letter from their insurance company showing adequate insurance to cover any projects that may arise under this contract.  This contract will be solicited as a one (1) year contract, with four (4) one (1) year ordering periods, for a total potential contract period of five (5) years.  Facilities covered under the scope of this contract include Government owned and leased facilities at Beale AFB, California.

Services will be required under these contracts on an as-needed basis.  Task orders will be prepared based on defined scopes of work for specific projects and issued with firm fixed price tasks orders.  The solicitation will include a Statement of Work (SOW) or Statement of Need  (SON) for a feeder project within the scope of this contract.  The feeder project is an actual project, that will be used as the basis for price proposal evaluation, and may be awarded as the first task order on the IDIQ contract.

The contract will be acquired using Source Selection procedures as identified in FAR 15.3 with a firm fixed price award to the offerors who provide the best value to the Government.  This procurement is set aside for offerors who are registered as Service-Disabled Veteren Owned Businesses (SDVOSB) under NAICS 236220 with the Small Business Administration.  The small business size standard is $36.5 Million.

The Government's intent is to award to no less than three (3) offerors who submit proposals which will provide the best value to the Government in terms of technical qualifications, past performance, and price.

The Government intends to make award without discussion.  Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price, and past performance factors.  See Section M, Evaluation Criteria, of the solicitation for more details.  The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

The solicitation package (including specifications, offer forms, clauses, and provisions) has been released as of 24 August 15.  All time are referenced as Pacific Standard Time.  The solicitation closing date is 9 Sep 15 at 3:00 PM.  A site visit will be conducted on 1 Sep 15 at 10:00 AM.  Offerors wishing to attend the site visit will complete an Entry Authorization List (EAL) (Attachment 6) and submit it to SSgt Eric Schmitt at [email protected] by 28 Aug 15 at 3:30 PM.  Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information.

Offerors MUST be registered in the System for Award Management (SAM) database in order to participate in this procurement.  The website for SAM is www.sam.gov.
