CITY OF MIDDLETOWN INVITATION TO BID Sealed bids, will be accepted by the City of Middletown for BID # 2020-009 Harbor Park Boardwalk and Handrail Improvements and will be received until **Thursday, October 15, 2020 by 11:00 am. Bid Proposals shall be addressed to the Supervisor of Purchases, City of Middletown, Room 112, Municipal Building, Middletown, Connecticut. Late bids will not be accepted BID #2020-009 HARBOR PARK BOARDWALK AND HANDRAIL IMPROVEMENTS PUBLIC WORKS - PLANNING, ZONING & CONSERVATION DEPARTMENT The City of Middletown is pursuing the renovation of the boardwalk and railing system along the Connecticut River within Harbor Park, located at 80 Harbor Park Drive. The project includes removal of the existing 16,000 S.F. +/- wood boardwalk and sub structure as well as removal of the existing 1,600 L.F. +/- aluminum railing system. The wood boardwalk will be replaced with an integrally colored and scored concrete walk. The open railing will be replaced with a decorative picket railing system. Other improvements include repair and restoration of the bulkhead concrete cap and addition of drainage scuppers. A bid bond in the amount of five percent (5%) of the total bid amount shall be required with all bids submitted. Performance and Labor and Materials Payment Bond(s) in the amount of 100% of the contract sum shall be required from the selected bidder following award. A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment. **Please note - Due to the COVID 19 virus, the following procedures applies: • A pre-bid conference will be held on Wednesday, September 23, 2020 at 10:00 am at 80 Harbor Drive, Middletown, CT, following all CDC recommendations. Interested bidders that do not follow these recommendations will be asked to leave. Bidders are strongly encouraged to attend this meeting in person or by representative. • Plans and Specifications will not be available for pick up; they will be available and can only be obtained from our website at www.middletownct.gov. If you download a set of plans/specifications and would like to be listed on our “Plan holder’s List” which is posted to our website daily, we ask that you email and include your contact information to
[email protected]. • Bids will not be publicly opened in the Municipal Building, however, bids will be opened and read aloud via WebEx. Additional information and a link will be provided on our website for those interested in viewing the bid opening via WebEx. • All bids shall be submitted in duplicate on the designated forms using the Bid Return Label provided as designated in the Information for Bidders by the date set and time. The Contractor and any Subcontractor performing work with a subcontract value in excess of $500,000 shall each hold a current DAS Contractor Prequalification Certificate from the State of Connecticut Department of Administrative Services in accordance with C.G.S. Section 4a-100. Bidders shall submit in their bid the DAS Prequalification Certificate and a current DAS Update (Bid) Statement. Bids submitted without the DAS Prequalification Certificate and DAS Update (Bid) Statement shall be disqualified. Bid proposals must be executed in accordance with and are subject to the instructions contained within the Information for Bidders. The three (3) apparent lowest responsible bidders' bid bond documents may be held for a period of up to ninety (90) consecutive calendar days or until a contract is signed and then all bond documents, other than those of the successful responsible bidder shall be returned. The City of Middletown reserves the right to waive any defect or any irregularity in any bid and reserves the right to reject any or all bids or any part thereof. Bids and amendments to bids received after the time set for the bid opening will not be considered. All bids must be completely filled out when submitted. No bid may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the written consent of the City of Middletown. Withdrawal of any bid must be submitted in writing to the City of Middletown.
