The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Basic Ordering Agreement (BOA) to L3Harris Technologies, Ayer, Massachusetts for the procurement of Original Equipment Manufacturer hardware components for CVN, DDG, LSD, LPD, LHD, LHA, and CG ship class Ship Control Systems, Navigation Control Systems, and Machinery Control Systems. The Government intends to make an award in the 1st quarter of FY22.

The planned acquisition will provide for material procurement support for Ship Control Systems, Navigation Control Systems, and Machinery Control Systems; including the CVN Steering Gear Control System (SGCS), DDG Ship Control System, LSD/LHD/LHA Ship Control System (SCS) and Automated Bridge System (ABS), Navigation Critical Distribution System (NCDS), CG Machinery Control System, and LPD/LCS Engineering Control System (ECS). This is part of a follow-on procurement for this requirement.

Pursuant to 10 U.S.C 2304(c)(l), L3Harris is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.

THIS SYNOPSIS/NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
