The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) order to The Boeing Company under Basic Ordering Agreement (BOA) N00019-11-G-0001. This order is for development of a SALVO 2 Interim Airborne Weapons Change (IAWC) and Harpoon AUR Conversions for TW/CN.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon weapon system and its related equipment. Boeing alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Boeing is the only known qualified, responsible source that can fulfill the requirements specified herein. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD's Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
