The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a modification under contract N00019-09-C-0057 to Elbit Systems of America, LLC (ESA) for the procurement of Helmet Display and Tracker System(s) (HDTS), initial spares, related components for the AH-1W aircraft, and installations. NAVAIR also intends to purchase Tactical Video Data Link (TVDL) installations for the AH-1W aircraft. The HDTS production system shall be comprised of a P kit and A kit. The HDTS is designed to improve flight safety by providing heads up situational awareness (SA), enhanced night vision, weapons sighting, and weapons control capabilities within one integrated package. This procurement will be in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a) (2), in that EFW is the only known company with the knowledge, data, and capability to produce and support these systems.
