This item is a "Defense Article" as defined in and subject to the International Traffic in Arms Regulations (22 C.F.R. 120-30) and the Arms Export Control Act (22 U.S.C.A. 2778-2799).  Any manufacturer or exporter of Defense Articles is required to register with the Directorate of Defense Trade Controls (DDTC), Department of State.  Documentary evidence of registration may be required prior to award.  Additional restrictions apply as indicated herein.  Failure to submit DDTC registration when requested will make a quote/offer ineligible for award.

FAR clause 52.246-11 APPLIES. A Quality Management Program meeting the requirements of ISO 9001:2008; a program comparable to ISO 9001:2008 (example SAE AS 9100), the following tailored version of ISO 9001:2008; or a program comparable to the tailored version of ISO 9001:2008 (example SAE AS 9003) is required.  MIL-I-45208 and MIL-Q-9858 are obsolete and are no longer considered suitable when higher level quality is required.  In the tailored version of the ISO 9001:2008, any references which cite the entire international standard are interpreted as exclusions to this document.  DLA tailored higher level quality clause from ISO 9001:2008

This item is also subject to a Contractor First Article Test (FAT) Requirement.  The contractor shall test two (2) units and submit the FAT test report within 90 calendar days of the award date.  Within 45 calendar days after the Governmet received the FAT report, the contractor will be notified as to acceptance or rejection.  The contractor may deliver approved undamaged First Article samples as part of the production quantity.
