The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed price modification to delivery order N00019-17-F-0075 under Basic Ordering Agreement (BOA) N00019-16-G-0013 to Collins Aerospace, 100 Panton Rd, Vergennes, VT 05491, for the procurement of Health Usage Monitoring System (HUMS) kits supporting the AH-1Z aircraft procured via FMS Case BA-P-SAO. This procurement will be made in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-4(a)(2), in that NAVAIR is directed by the FMS Case BA-P-SAO to procure the HUMS kits directly from original equipment manufacturer, Collins Aerospace.

The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
