Synopsis: Hematology Analyzer (RAFL)    Solicitation: FA5587-16-T-0008                  

This is a pre-solicitation notice.  The 48^th Contracting Squadron, RAF Lakenheath, United Kingdom seeks a Hematology Analyzer (Sysmex XN-2000), or equivalent, capable of performing a Complete Blood Count (CBC) with five-part differential, reticulocytes and body fluid counts. The analyzer shall be a co-primary system comprised of two (2) analysis modules, which replace the conventional primary and back-up system. The equivalent system shall have similar technology to the Sysmex XN-2000, wherein if one part of the analyzer breaks down, the other component of the analyzer is still up and running. The lab performs approximately 13,000 CBCs (with or without differential), 150 reticulocyte counts and 100 body fluid counts per annum. The Contractor shall provide the analyzer, a compatible external printer, and training for two (2) key lab personnel in the first year, a 1 year warranty, servicing, preventative maintenance, replacement parts, reagents, controls and consumables. The contractor shall be responsible for all necessary licenses or certifications to operate legally in the United Kingdom. The period of  performance shall be for one (1) year, from 23 September 2016 to 22 September 2017 and will have four (4) Option Years. The period of performance is anticipated to begin 23 September 2016. All prospective contractors must be registered in the System for Award Management (www.sam.gov) for award consideration. Lack of registration in the SAM database will make a contractor ineligible for award. The North American Industry Classification System (NAICS) code is 334516- Analytical Laboratory Instrument Manufacturing.

A complete Request for Quotes (RFQ) solication package will be made available on the Federal Business Opportunities (FBO) Web Site at http://www.fedbizopps.gov and paper copies will not be available. Contractors may download the solicitation and e-mail quotations to the email addresses below. Once the solicitation is posted, on or about 23 May 2016, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The soliciation will be issued under full and open competition procedures.

FAR 52.232-18: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
