(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number AG-447U-S-13-0103.

(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69.

(IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 325320 Pesticide and Other Agricultural Chemical Manufacturing. The small business size standard 500 employees.

(V) The Government requires the following items in their respective quantities and packaging
1. 150 Gallons of Arsenal AC, generic is acceptable as long as its active ingredient is Imazypr. Package in 2.5 gallon containers, 5 gallons in a box.
2. 75 Gallons of JLB Oil, oil based. Package in 15 gallon drums or less.
3. 10 Element 4, generic is acceptable as long as the active ingredient is Triclopyr. Package is 2.5 gallon container, 5 gallons in a box.

(VI) No additional description is provided.

(VII) All items shall be delivered to the Winn Ranger District, 12319 Hwy 84 W, Winnfield, LA 71483, within 30 days after receipt of awarded purchase order.

(VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition.

(IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price and ability to meet the delivery schedule. Non-price evaluation factors when combined are less important than cost or price in the award decision. The Government will award one purchase order as a result of this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and presents the best value, price and other factors considered.

(X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov.

(XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

(XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following clauses under subparagraph (b) apply: 1, 10, 12, 17, and 48.

(XIV) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

(XV) Quotes are required to be received in the contracting office no later than 3:00 P.M. central time, August 26, 2013. Quotes may be emailed to the attention of Donna Oliveria, [email protected], or faxed to (318)473-7106. Quotes should be submitted on the vendor's letterhead and should state the unit price and unit of measure for each product offered. Total price offer shall include shipping cost if applicable. OFFERORS ARE ALSO REQUIRED TO COMPLETE ATTACHMENT 1 AND RETURN WITH OFFER.
