This is a Notice of Intent to make a Sole Source award under the authority of 10 U.S.C. 2304(c)(1)(iii)(A) as implemented by FAR 6.302-1 Other Then Full and Open Competition, to Royal Communications International, Oceanside, California, to provide and establish a working system with respect to the referenced radio system. Royal Communications International was awarded the original competitive contract and designed the customized system to meet the needs of the Utah National Guard. Upgrading to a system by a different company would compromise the integrity of the system and would cause substantial duplication of costs to the Government's limited funds. This will be the only notice of the Government's intent to solicit and negotiate with one source in accordance with FAR 6.302-1. Certified firms having the ability to provide this service should notify Diane Johnson in writing via e-mail at [email protected] by 3:00 p.m. Mountain Standard Time on 24 September 2012. All responses from qualified sources will be fully considered and responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No extensions will be granted.
