NOTICE OF COMBINED SYNOPSIS/SOLICITATION

HIANG 154 LRS Blue Bus Painting

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This solicitation W912J615Q0013 is being issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66.

Joint Base Pearl Harbor Hickam is seeking to have two (2) each Blue Buses painted; complete paint outside only, no jambs. Sand and refinish, remove parts as necessary to refinish.  Bus will be painted blue and the roof will be painted white. The solicitation 154LRS Blue Bus Painting is 100% set aside for small business IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 811121 and the size standard is $7.5 Million.  All firms or individuals responding must be registered with the System for Award Management (SAM). All responsive offerors will be considered by the agency. Paper copies will not be available. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

PROJECT TITLE: 154LRS Blue Bus Painting

PERFORMANCE: 30 Days, after date of contract.

SITE VISIT: A mandatory site visit will be conducted at 10:00 am local HST on Thursday, September 3, 2015 at 154^th Vehicle Maintenance Shop 360 Mamala Bay Drive Bldg 3424 Joint Base Pearl Harbor Hickam, HI 96853.  A sign in sheet will be passed out. To be considered for this requirement you shall attend the site visit.  Please provide an email to [email protected] indicating your intent to attend the site visit by Friday, August 28, 2015, 12:00pm HST. Please provide a point of contact, phone number, and email.  Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.  Terms remain unchanged unless the solicitation is amended in writing.  If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

WAGE DETERMINATION:  Rates can be found at http://wdol.gov/wdol/scafiles/std/05-2153.txt?v=20.  However, the current prevailing Wage Determination will be incorporated at time of award. In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all offerors that have not been eliminated from the competition.   If applicable, these offerors/contractors will be given a reasonable opportunity to provide revised quotes solely to amend quotes due to Wage Determination changes. This does not constitute and shall not be construed as discussions if award without discussions is contemplated.
