8" diameter, 0.4" thick or thicker high energy laser window. High purity fused silica substrate. Absorption from 940nm to 1080nm < 0.25ppm/cm. Total wave distortion from all causes (thickness variation,wedge, index uniformity, etc.), less than 1/2 wave at 1064nm over central 6" diameter of optic. Scratch/Dig 20/10 or better. Substrate must withstand incident laser power in excess of 1500W/cm^2 CW for time periods of 1 minute or better between cooling. Substrate must withstand 1000s of exposure cycles. Substrate must withstand exposure to environmental temperatures up to 150F and down to -40F. Substrate must withstand exposure to light vacuum, 1psig over entire surface.
One substrate shall be coated to the following specification:
Anti reflection coating on both sides over central 6.0" of optic or better, wavelength range 1030nm-1080nm. Near normal incidence angle. Coating must withstand incident laser power in excess of 1500W/cm^2 CW for time periods of 1 minute or better between cooling. Coating must withstand 1000s of exposure cycles to high energy laser radiation. Coating must withstand exposure to environmental temperatures up to 150F and down to -40F. Coating must withstand exposure to light vacuum, 1psig over entire surface. (ie. One coated subtrate and two uncoated substrates will be delivered with this order)

OMBUDSMAN (Nov 2012)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (a) In accordance with section 101(a)(3) of the Continuing Appropriations Resolution, 2013, (Pub. L. 112-175) none of the funds made available by that Act for general appropriations for DoD may be used to enter into a contract with any corporation that-
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made determination that this action is not necessary to protect the interests of the Government.
