This posting is in response to additional questions by interested parties relating to the Federal Aviation Administration (FAA High Frequency (HF) Radio Market Survey posted on May 26, 2017. Reference: Solicitation Number 27398. Question 1: I can see that there is already a log periodic antenna at the Lambs Knoll Rd, Boonsboro location. Do you plan to use this same antenna or replace the antenna? If you plan to replace the antenna we need to know the size of the roof so we can provide our best recommendation. Are you ok with a wire dipole antenna? Answer1: We are agnostic regarding antenna types for purposes of this RFI. The FAA is interested in understanding the current HF Radio capabilities that are available. If a procurement decision is made in the future, site survey considerations will be addressed then including any antennas that may exist at that time. Your answers should include antenna requirements and recommendations for your system to meet the requirements in the RFI. Question 2: Requirement 5 states the need to meet MIL-STD-188-141C. 2G ALE is defined in Appendix A and is more commonly used in the United States and most federal and state agencies are using 2G ALE. 3G ALE is defined in Appendix C and is commonly used in a tactical environment. Is there a mission requirement to have 3G ALE vs 2G ALE? Answer 2: The requirement is for MIL-STD-188-141C and can be found in OSTP/OMB Directive D-16-1. If your system does not meet this requirement, but does meet MIL-STD-188-141B, please include in your answer any plans and timelines to migrate to MIL-STD-188-141C. JTIC certification is important to us. If it is not met, please include your roadmap, if any, to JITC certification for MIL=STD-188-141C.
