The State of Texas, by and through Texas Southern University (TSU), seeks sealed Qualifications to establish a contract with a qualified individual or firm that can provide legal opinion, analysis, and consulting for the law of higher education. The qualified firm must have experience in all aspects of the legal requirements associated with the operation of an institution of higher education, including but not limited to Open Government laws, Public Information laws, Federal Financial Aid, Scholarships, Faculty and Student rights, Board Governance, Shared Governance at institutions of higher education, Grants, Endowments, Federally funded Research, Procurement for public institutions, and academic freedom at Texas Southern University; in accordance with the scope of work contained in this Request for Qualification (RFQ).
