Notice of Intent to Sole Source

The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to the Stryker Corporation, 5900 Optical Ct., San Jose, CA 95138-1400. Requirement is hip arthroscopy implants/consumables to provide hip arthroscopy diagnostic, labral repair and capsule closure platform. The hip platform is compatible with the existing hip access sets and tissue preservation platform that is in use at NMCSD. The product must have a bridge adaptor that aligns to our currently owned Stryker hip scope; must have a polymer cannula that adapts to hip Stryker scope and bridge; and polymer cannula must have a 4mm working diameter to ensure capsule incision can be made. In addition, items must be a 1.4mm peek anchor; anchor must have straight and curved capabilities and must align to Stryker guides; must have a 45 and 70 degree angle option; must be able to pass and retrieve suture using a single portal; needle tip must be 2mm to minimize potential damage to patient tissue. Items are:  Nanopass Reach Crescent 10 Ea; Transport Cannula 5 Ea; Potal Entry Kit 15 Ea; 1.2 X Braid TT UHMWPE 12 Ea; Zipline Suture Size 2 24 Ea; Nanotack Suture 10 Ea; Nanotack flex drill 10 Ea; Flowport II Cannula w/ Obturator 165mm 15 Ea; Iconix 1 TT 1.4 Anchor 15 Ea; Iconix 1 #1.4 Anchor 15 Ea; Iconix 1.4 Drill 10 Ea; Transport Cannula (7,8,9) 5 Ea; Sling shot suture passer 45 Up 10 Ea; Sling Shot Suture Passer 70 Up 8 Ea; Samarai Blade Full Radius 10 Ea; Samarai Curved Blade 10 Ea. Date Material Required: 04 April 2016.

Stryker is the only known company that can meet the requested requirement of providing hip arthroscopy diagnostic, labral repair, and capsule closure platform. This is the only system in the market that meets the requirements identified herein. Additionally, this is the only product on the market of its kind.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
