THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference #: N00259160157. Naval Medical Center San Diego intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one responsible source, to: Stryker Endoscopy; 5900 Optical Ct. San Jose, CA 95138. The objective of this sole source award is to acquire hip arthroscopy diagnostic products.
Salient Characteristics must include:
1. Hip Arthroscopy Diagnostic Product
a. Bridge adapter that aligns with Stryker hip scope
b. Must have polymer cannula that adapts to hip Stryker scope and bridge
c. Polymer Cannula must have 4mm working diameter to ensure capsule incision can be made
2. Hip Arthroscopy Labral repair product
a. Must be 1.44mm PEEK anchor
b. Anchor must have straight and curved capabilities
c. Anchor must be compatible with Stryker guides
3. Hip Arthroscopy Labral repair product
a. 1.4mm all suture anchor
b. Anchor must have curve and straight capabilities
c. Anchor must be compatible with Stryker guides
4. Hip Arthroscopy with capsule closure
a. Must have 70 degree angle option
b. Must be able to pass and receive suture using a single portal
c. Needle tip must be 2mm to minimize potential damage to patient tissue

Stryker is the manufacturer and sole distributer of the needed products compatible with proprietary equipment. The NAICS code for this requirement is 339113; the small business size standard is 500 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 6:00 AM Pacific Time on June 2, 2016 may be considered by the Government. Responses shall be submitted to Jeff Collins at [email protected]. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
