This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FD has developed a unique method of slicing, mounting, and staining brain tissue from experimental animals that are used to detect degenerate brain neurons and glial cells that are required for the purposes of the research. FD also provides the unique perfusion fluids needed for optimal performance of their assays (proprietary reagents) and have trained WRAIR personnel on proper perfusion techniques that were developed by the company. Both of these factors have been determined by WRAIR to be critical for obtaining optimal immunohistochemical products. In order to maintain consistency and reproducibility between all studies within the BINT Branch; histology must be performed by FD. Use of another histology company would require revalidation of previously established protocols for tissue preparation and staining since there are no standardized guidelines for processing tissue.

Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
