The Centers for Disease Control and Prevention, National Center for Environmental Health, Division of Laboratory Sciences (DLS), intends to award a sole source firm-fixed price maintenance agreement for (1) base year plus (4) Option years to Hitachi High Technologies America, Inc. 1375 N. 28th Ave PO Box 612208 Dallas, Texas 75261-2208.
We are requesting a Hitachi Premier Agreement for the repairs on (2) spectrophotometers to meet requirements for "One Preventive Maintenance" visit per year per instrument. The agreement will provide certified technicians, quality parts, labor, and equipment performance certification. Maintenance is required for the multiple tasks to be performed and assures continuous optimal operation of the instruments as specified by the manufacturer. The service agreement will minimize instrument downtimes, assure continuity of assays, enable high sample throughput and assure compliance to CDC policies and CLIA '88 guidelines. Hitachi High Technologies America, Inc. is the only vendor that is capable of delivering this service in meeting our requirement for new Hitachi parts, trained engineers and scientists to maintain the spectrophotometers. The proprietary technical services needed to maintain the instruments are critical in meeting the time constraints for CDC requirements and mission accomplishment.
The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 811219, Other Electronic Precision Equipment Repair, Size Standard $20,500,000.00.
No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
