Title:  Database and Application Development for HMS Oracle Database.

NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Information Architecture Team, LLC, to provide custom Database and Application Development Services for HMS Oracle Database.

The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for proprietary services to provide the capability to accurately, completely and consistently meet agency reporting obligations for US HMS fisheries in the Pacific. These reporting obligations are the responsibility of HMS data management staff at the Southwest Fisheries Science Center (SWFSC) and Pacific Islands Science Center (PIFSC). Since the reporting requirements are similar for many of the SWFSC and PIFSC data customers primarily Regional Fisheries Organizations (RFO), it is most efficient to produce common data products using standard, automated summarization procedures. The collaborative, standardized reporting of HMS fisheries data using standard summarization methodologies, including common and/or standard business rules, will significantly improve the quality of data products produced by the SWFSC and PIFSC. Meeting these objectives will require customized enhancements and modification of existing data management and reporting systems. This contract will implement the plans described in the Pacific HMS proposal submitted to the FIS PMO that were originally developed by Information Architecture Team, LLC in July 2010.

The products of this project will include revised reporting strategies and procedures, automated processes for producing standard reports, and availability of interim and final data products for incorporation into existing national reporting systems. Specific data products include integrated data products and reports from Pacific HMS fisheries to meet category I, II, and III reporting requirements of International Regional Fisheries Management Organizations and other managing organizations with jurisdiction in the Pacific Ocean.

Therefore, IATeam, LLC is uniquely poised to efficiently and effectively provide the necessary resources. Informational Architecture Team, LLC designed, developed and implemented the existing systems, that are to be modified and enhanced to meet the requirements of the Government.  Period of Performance shall be August 19, 2011 through May 31, 2012.

This notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.   A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

This is a Siplified Acquisition with an estimated value of less than $150,000.  The Western Regional Acquisition Division requires that all contractors doing business with this acquisition office be registered with the Central Contractor Registration (CCR) as of October 1, 2003, after this date, no award can be made unless the vendor is registered in CCR.
