The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Honeywell for BSL-4 spacesuits. Honeywell suits can operate at wider airflow levels ranging from as low as 9 CFM to as high as 35 CFM. Noise levels remain under 80 DBa even at the highest airflow level. Other vendor's suits do not meet this OSHA requirement (certification available). Protection Factors are certified and rated >50,000 PF for solid particle protection. Third party certified to EN 1073-1 (certification available}. Patented Exhaust Valves result in constant overpressure regardless of the working evolution. Unique high value strength/weight ratio PVC fabric (Ferantyl type), which is flexible and lighter yet durable. Overpressure is always <4 mbar throughout the airflow
range. Unique to Honeywell/Sperian. This makes working easy throughout the airflow range. This is the only vendor available for suits manufactured to these specificities.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
