NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Hoopla Association, PO Box 127, Salem, OR 97304-4288 for “Title Sponsorship” for the 2016 Hoopla event (3-on-3 basketball tournament) played / held in downtown Salem, Oregon. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Hoopla Association is the only known source that can provide direct title sponsorship to the Hoopla, 3-on-3 tournament. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 711320 and the Small Business size standard is $7.0M based on average annual receipts. This will be a firm fixed price contract. Services will include but are not limited to the following: 1.) Top Billing at the Hoopla Event as Title Sponsor 2.) Name/Logo incorporated into Event Logo 3.) Prominent recognition in advertising 4.) Prominent recognition in event publications 5.) Championship court sponsor tent access 6.) Prominent recognition on web-site 7.) Sponsor Board Recognition throughout the event. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
