This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR (Federal Acquisition Regulations) Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is 75H70621R00004. The solicitation document incorporated provisions and clauses are those in effect through FAC (Federal Acquisition Circular) 2021-05.

This is a Total Indian Economic Enterprise, as defined in 25 U.S.C. § 47, the Buy-Indian Act, Small Business Set-aside solicitation. NAICS code is 561320 – Temporary Help Services, Small Business Size Standard is $30.0 Million; Product Service Code is Q509 – Medical – Internal Medicine.

The unit pricing must be all inclusive (to include but not be limited to travel, lodging, per diem, fringe benefits, federal, state, and local taxes) plus all other costs pertinent to the performance of this contract. Utilize your most competitive and reasonable rates.

The Great Plains Area Office is soliciting proposals for a Firm Fixed-Price, Non-Personal Services contract for Hospitalist, Family Medicine and/or Internal Medicine Physician Services for the Rosebud IHS Hospital, 400 Soldier Creek Road, Rosebud, SD  57570.

Hospitalist, Family Medicine and/or Internal Medicine Physician Services include: (List is not all-inclusive.)

  1. Hospitalist may work 7 days/week consisting of call 24-hours-per day for admissions or emergencies.
  2. On-call schedule may vary from every day to several day in a row.
  3. Furnish a Physician for hospitalist/outpatient assignments with work Monday-Friday and may include evening clinic.
  4. Charts and records should be completed during day shifts or call-back time for admission H&P and orders.
  5. Perform procedures compatible with their privileging and the medical facility’s operating capacity.
  6. Prepare all medical record documentation exclusively on the Electronic Health Record.
  7. Generate and maintain proper medical record information on beneficiaries to whom treatment is provided in accordance with IHS, AAAHC, and CMS regulations.

The period of performance will be from June 1, 2021 through May 31, 2022, with four 1-year options with performance dates of June 1, 2022 through May 31, 2023; June 1, 2023 through May 31, 2024; June 1, 2024 through May 31, 2025;, and June 1, 2025 through May 31, 2026; respectively.

INSTRUCTION TO OFFERORS: Proposal must contain the following documents in order to be considered responsive and eligible for an award:

  1. If applicable, Licensure Requirement form with a copy of the license.
  2. For each potential candidate, a completed and signed Agreement to a Temporary Waiver of Character Investigation form.
  3. For each potential candidate, a completed and signed Optional Form 306 Declaration for Federal Employment.
  4. For each potential candidate, a completed and signed Optional Form 306 Addendum to Declaration for Federal Employment.
  5. Copy of Malpractice Insurance Coverage
  6. Active, current, full, and unrestricted license to practice.
  7. Copy of a current physical examination (within the past 2 years) with current immunizations for MMR and DT.
  8. MD Degree from an accredited School of Medicine.
  9. Copy of current certification in BLS, ACLS.
  10. Current CV/Resume.

FAR 52.212-2 – Evaluation – Commercial Items (Oct 2014).

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
