The Bureau of International Narcotics and Law Enforcement Affairs, Department of State, is issuing a combined synopsis/solicitation for Lodging Accommodations for the students and staff attending FY 2012 course offerings of the International Law Enforcement Academy (ILEA), Sal Salvador, El Salvador. The requirement is only for hotels that are within a 10-mile radius of the ILEA facility located at Calle El Pedregal and Boulevard Cancilleria, in the community of Antiguo Cuscatlán, El Salvador.

The Government contemplates awarding a Single Award Firm-Fixed-Price contract for accommodations during a one year beginning in January, 2012, using commercial item procedures under FAR Part 12. Proposals must reference synopsis/solicitation # SINLEC12QC0002. If you intend to submit a proposal you must ensure that the attached spreadsheet is completely filled out and that all requested materials are attached with your submission. Submit proposal via e-mail in accordance with the solicitation to include your past performance references. The contract will be awarded to the contractor on the basis of the Lowest-Price-Technically-Acceptable proposal.

All questions must be submitted by December 28, 2011 no later than 1100 AM Eastern Standard Time. No questions will be answered after this date. All questions and answers will be provided to all prospective offeror(s) via a formal amendment to the solicitation number SINLEC12QC0002. All awards will be based on the following criteria in order of importance for 1) Technical Capabilities, 2) Past Performance and 3) Price. If Technical Capabilities and Past Performance are equal then price will become the determining factor. Preferred method to send the proposal is via e-mail to [email protected] no later than January 4, 2012 no later than 11:00 AM Eastern Standard Time. This combined synopsis/solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-54 last updated 11/02/2011. This announcement will be the only solicitation.

The NAICS code is 721110. The contractor must be registered in the Central Contractor Registration (CCR) under the specified NAICS code at time of proposal submission.
