NOTICE OF INTENT TO SOLE SOURCE
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.
The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Fort Worth, Texas, intends to negotiate on a sole source basis and award a contract to Hanley Wood Market Intelligence, 555 Anton Blvd Ste 950, Costa Mesa, California 92626, for Housing Sales Data Subscription.
This acquisition is being conducted using the procedures under Federal Acquisition Regulations
FAR 13.501(a)(2) - Only one source is capable of responding due to the unique or specialized.
nature of the work.
The Department of Housing and Urban Development (HUD), Office of Economic Affairs and other Offices within Policy Development and Research (PD&R) have a continuing need for data relating to home sales and sales market activity. HUD’s field office economists are routinely responsible for providing evaluations of local housing market conditions to other Offices within HUD. In order, to analyze a market in a timely and effective manner, the field economists need access to a variety of data sources, including data relating to sales markets. In addition, these data would be used in the Comprehensive Housing Market Reports, Housing Market Profiles (HMP’s) and Regional Narratives published by the Economic and Market Analysis Division (EMAD).
According to preliminary market research, Hanley Wood Market Intelligence is the sole provider that satisfies the requirement and meets the minimum data requirements listed below.
The contractor shall provide data, which is current, complete, and accurate for the following data.
a. Average mortgage rate
b. Mortgage rate type (ARM, fixed)
c. Percentage of mortgaged financed (mortgage less down payment)
a. Property statistics where available
1. Number of bedrooms
2. Living square footage
3. Lot square footage
4. Number of bathrooms
b. Total lots where available
c. Available lots where available
d. Price range statistics
i. Structure types
1. Duplexes
2. CoOps
3. Mobile homes
ii. Owner types
iii. Transaction-level data
a. Buyer name
b. Seller name
c. Property address, city, state
d. Sale type
e. Sale date
f. Sale price
g. Lender where applicable
a. Annual
b. Monthly
c. Transaction date (where available)
d. User-defined periods (where available)
2. Must provide logos and related images for attribution purposes. Images should be available in web-ready .jpg, .gif, and .png formats. HUD may require images of a different file size, type, or resolution.
3. Must provide point of contact with 24-hour response time to assist HUD with respect to data results, downloadable data files, or other questions.
The contract will consist of a Base plus Four Option Years.
THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than July 7, 2021, 4:00 PM CST. Responses shall be submitted to [email protected] and [email protected]. Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No.;
3. POC name and contact information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a database for the specific items mentioned above; and
5. A description of that product(s) and its overall capabilities.
6. The subject line of the email shall state “Housing Sales Data Subscription” or it will be deleted as junk mail.
It is your responsibility to demonstrate how your product(s) can provide the same functionality for the Housing Sales Data Subscription mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
