The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Materials Measurement Science Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Coriell Institute for Medical Research, Inc., 403 Haddon Ave., Camden, NJ, 08103, for the purchase of DNA from four genomes from the Personal Genome Project (PGP) for the prospective NIST Reference Materials (RM) "Human DNA for Whole-genome Variant Assessment" to be delivered to NIST, 100 Bureau Drive, Gaithersburg, MD 20899.

Sole Source determination is based on the following: The Material Measurement Laboratory's Multiplexed Biomolecular Science Group at NIST conducts research in all aspects of measurement science, technology development, and standards for measurements where biological state is related to the contemporaneous levels of many biomolecules; establishes methods for asserting traceability, assessing measurement uncertainty, and validating measurements for multiplexed measurands; establishes approaches for measurement assurance of multiplexed and multivariate measurands, including standards and methods development; participates and leads relevant standards organizations and international bodies to develop and promulgate standards for and approaches to multiplexed and multivariate measurement assurance; develops multiplexed metrology for all facets of biochemical science, including clinical, pharmaceutical, biological and biomedical research, forensic, and homeland security applications.

The Multiplexed Biomolecular Science Group requires DNA from four genomes from the Personal Genome Project (PGP) for the prospective NIST Reference Materials (RMs) "Human DNA for Whole-genome Variant Assessment." The Genome in a Bottle Consortium determined by consensus that this particular DNA (GM24143/GM24149/GM24385/GM24631) is needed for the prospective RM since these are the only available cell lines that are part of father-mother-child families using the comprehensive informed consent from the Personal Genome Project. This consent will allow for broad commercial application and distribution of the prospective RM.

Coriell Institute for Medical Research is the only vendor capable of providing the required DNA from the GM24143/GM24149/GM24385/GM24631 cell lines in order to satisfy the Government's minimum requirements. Coriell Institute for Medical Research is the sole manufacturer and distributor.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 24, 2013, 3:30 p.m. EST.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
