The Naval Air Systems Command at Patuxent River, MD, is seeking to procure the completion of the Health, Usage and Monitoring System (HUMS) that will converts raw data into engineering output and displays the information for the Egyptian crew members, and provisions for advanced training for the EAF data analysis of HUMS . This includes: Software Requirements, DAPU Software Modification, Vibration Monitoring Capability, Vibration Monitoring Capability, Vibration Monitoring Capability Update (option), HUMS Ground Station Software, Engineering Change Proposal, Engineering Change Proposal Kits and Installation (option), Technical Manual Source Material, Flight Test Support, Training, Basic Training (option), Advanced HUMS In-Country Training (option), Expert HUMS In-country Training (option), Quality Control and Assurance, Program Management and Support, In-Country Support (option), Travel, and Administrative data. The period of performance for this effort will be established for 12 months after contract award. It is the intent of the Government to negotiate and award a fixed price contract for the software and support services. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed effort will be awarded on a sole source basis to General Electric Aviation, Grand Rapids, MI. which is the sole supplier of the HUMS system. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
