The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to provide husbandry services in French Polynesian port of Papeete Tahiti for the NOAA Ship Ronald Brown . Provide all services listed in Request for Quotation.

This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 488310, port and harbor operations.

See attached solicitation; the responses due date is March 6, 2015 at 2:00 pm EDT.

The total period of performance for all work is March 30, 2015 for 12 days. These dates are fluid and will be set closer to the target start date.

Evaluation factors for Award

The Government will issue a firm fixed price purchase order to the responsible vendor whose quote, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations:

Past Performance: Vendors shall provide a minimum of three jobs of similar scope and size within the past three years.

Price: Vendors will be evaluated on the basis of low price in conjunction with past experience.

Past Performance is slightly more important than price.

All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about March 10, 2015. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
