1.0 Description

1.1 B3 Solutions LLC, in support of the Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) is seeking information on the feasibility and associated cost of installing and utilizing a Hyper-Spectral Camera on aircraft operated by the Mexican Air Force as identified by the US Embassy-Mexico.

Background

B3 Solutions LLC, acting on behalf of the Department of State, INL/A is conducting market research regarding  the feasibility of purchasing and installing a Hyper-Spectral Camera on Mexican Air Force aircraft. There are up to two (2) aircraft located in Mexico.

2.1 Hyper Spectral Camera Requirements:

  • Detect/geo-locate/geotag clandestine narcotics laboratories in jungle and rural areas, including under foliage or jungle canopy. Assume standard mission duration on station of 3 hours. All imaging will be recorded onboard via the camera system to be offloaded at mission termination for analysis.
  • Ability to operate at an altitude of 5000-15000ft above ground level (AGL) under day visual meteorological conditions (VMC) while the aircraft is maneuvering
  • Camera system must not require structural modification of the aircraft and will be transferable among aircraft types (fixed and rotary wing). The camera system will be autonomous of the aircraft systems to include power and operated by a system operator coordinating on intercom with the aircrew.
  • Camera must have minimum mounting requirement and may be strapped to the floor or hand carried inside aircraft to pinpoint drug lab activities and man-made targets

What type of Hyper Spectral Camera do you offer that meets the requirements above? (Note: DOS (INL/A) does not want any structural modifications to the aircraft)

                vii.          What is the total estimated price for purchasing the camera and any non-structural installation kit and related shipping cost to Mexico?
