PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with the ChemImage Corporation LLC., 7301 Penn Avenue, Pittsburgh PA 15208. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 500 employees. Services are being procured under FAR 13.5 Simplified Acquisition Procedures.

The FBI Laboratory Division (LD), Questioned Documents Unit (QDU), has a need to procure one HSI Examiner 200QD sytem. This equipment is required by examiners to perform analysis of forensic documents to identify and assess alterations and fraud, and to conduct a variety of specialized documents examinations.

Market research has determined that the QDU's requirements can only be met by the HSI Examiner 200QD, which is manufactured by the ChemImage Corporation.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, February 14, 2017, by e-mail to the attention of Eliana York, Contracting Officer, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.

A Justification and Approval (J&A) supporting this procurement is available upon request.

Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
