The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Resonon, Inc. upon the basis of the authority provided at FAR 13.106-1(b).

ERDC-CRREL has a requirement for one (1) Pika L Hyperspectral Imaging Camera system with accessories for deployment on CRREL owned Unmanned Aerial System (UAS) assets, fixed terrestrial operation, and fixed vehicle mounted operations. The required equipment is as follows:

• One (1) Pika L Hyperspectral Imaging Camera
• One (1) Lens VNIR – 17mm – fixed focus, for airborne system
• One (1) Lens VNIR – 23mm – adjustable focus, for outdoor system
• Two (2) Radiometric Calibration, per lens
• One (1) Airborne System Control Unit
• One (1) SBG Ellipse N GPS w/Antenna
• One (1) Georectification Software & License
• One (1) 3.0 Calibration Tarp w/Stakes
• One (1) UAV Gimbal Caddy
• One (1) Airborne System Travel Case
• One (1) Rotational Scanning System
• One (1) Spectronon Pro Software – Preloaded on Ruggedized Laptop Computer
• One (1) Outdoor System Travel Case

Market research indicates that Resonon, Inc is the only source for this requirement because Resonon, Inc. produces the only camera system with fully integrated hyperspectral imaging solution that satisfies both the critical specifications and form factor necessary to deploy on existing CRREL UAS. It is fully interoperable with CRREL’s existing equipment which is required for all the systems to take accurate measurements and function seamlessly while deployed in the field alongside other CRREL equipment. Specifically, Resonon is the only company that does not use any third-party software packages, which enables their technical staff to directly answer any customer service questions and process requests quickly.

The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees.

This Notice of Intent is not a request for competitive quotations.  However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation.  A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
