The USDA-ARS-USNPRC requires a snapshot hyperspectral image camera that covers the ultraviolet (UV)-visible (VIS)-near infrared (NIR) wavelength range from 350 nm to 1,000 nm. The “snapshot” hyperspectral image camera must enable the simultaneous acquisition of a 3D (x-y-λ) hyperspectral image with a single camera exposure, as compared to other delayed hyperspectral image acquisitions such as pushbroom line scanners. The snapshot spectral sensor must provide the minimum native spatial resolution of 410 x 410 pixels. A separate panchromatic sensor must be provided with at least 1,800 x 1,800 pixels in order to increase the native spatial resolution of the snapshot sensor. The panchromatic detector must be integrated in the same single enclosure as the snapshot spectral sensor. Both sensors must be automatically calibrated to increase the spatial resolution of the snapshot sensor.  The maximum spectral resolution is 10 nm. The minimum number of spectral channels over the UV-VIS-NIR wavelength range is 160. The minimum data cube rate of a 3D hyperspectral image acquisition with the snapshot camera must be 8 cubes/s with the minimum spectral throughput of 168,000 spectra/cube. A camera mounting kit must be provided. The image acquisition software must be provided along with a software development kit (SDK) for custom programming. A camera mounting kit must be provided.

The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. In paragraph B of 52.212-5, the following apply: 52.219-28, 52.222-3, 52.222-19, 52.222-

21, 52.222-26, 52.222-36, 52.225-3, 52.225-13, and 52.225-33. In the event the vendor

will accept payment via the Government Purchase Card (Mastercard), the vendor shall annotate on its offer that it will accept the purchase card, and clause 52.232-33 will be superseded by
