The Naval Surface Warfare Center (NSWCCD) intends to award a firm-fixed price purchase order for Altair Hyperworks software. This procurement is to be issued on a sole source basis to Altair Engineering, Inc. of Troy, MI. The proposed contract action is for Hperworks suite of solutions which is a computer-aided engineering simulation software platform that allows businesses to create superior, market-leading products efficiently and cost effectively.

The Government intends to solicit and negotiate with only one source under FAR 6.302-1. Award of a firm-fized price purchase order is anticipated under Simplified Acquisitions procedures. Interested persons may identify their interest and capability to respond to the requirement or submit capability statements. This NOTICE OF INTENT is not a request for competitive proposals. However, all capabilities statements received prior to August 14, 2015 will be considered by the Government.

A determination by the Government not to compete with this proposed purchase order based upon responses to this notice of intent is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. A formal RFQ will not be posted since this is a sole source requirement.
