1.0 BACKGROUND
The Department of Homeland Security (DHS), Customs and Border Protection (CBP), U.S. Border Patrol, will be participating in the International Association of Chiefs of Police Annual Meeting (IACP). In preparation for this a video production of up to five minutes in length which will include interviews with client spokespeople and case study materiel.
2.0 SCOPE OF WORK
This video will be used for recruitment and retention purposes in order for USBP to maintain its national workforce.
In order to accomplish this, the USBP believes the following steps must be taken in order to fill this need:
2.1 Contractor should provide finished products to USBP Headquarters Communications Division.
2.2 Period Of Performance
Pre-production to begin 45 days in advance of IACP event October 21-24, 2017
2.3 Place of Performance
Philadelphia, PA.

3.0 DESCRIPTION OF DELIVERABLES
-Produce a series of news programs at the event and include the client's film in one or more of these programs.
-Broadcast this film to attendees of the event on television screens.
-Make copies of the program available to delegates upon request.
-Stream and host the client's film online for 12 months after the event.
-Screen the client's film at the event via a dedicated television channel in selected delegate's hotels in the area.
-Provide the client with a link to their film for marketing purposes.
-Pre-production consultation on the client's topic and schedule to being 45 days in advance of broadcast event.
-Two days of filming. Final approval of film before broadcast. Inclusion in any social media activities carried out by IACP TV for the conference.
-Use of any rushes / B-Roll (including unused footage) for client's own purposes via a royalty-free, indefinite license.
-Delivery of all assets including footage from the shoot, a high quality master digital file, plus a file in a format suitable to our marketing needs.
4.0 GENERAL INFORMATION
4.1 Disclosure of Information
4.1.1 Any information made available to the contractor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
4.1.2 In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.
4.2 Technical Contact
4.2.1 The Customs and Border Protection technical contact person or Contracting Officer's Technical Representative will be Assistant Chief Benjamin Moreno. The technical contact information shall be provided upon receipt of award.
4.3 Government Furnished Property
4.3.1 Government furnished property is not applicable for this order.
4.4 Contractor Furnished Items
4.4.1 All footage from the shoot, a high quality master digital file, plus a file in a format suitable to our marketing needs.
4.5 Procedures for Payment
4.5.1 Billing and Payment shall be accomplished via U.S. Border Patrol from MRO FY17 budget.
