This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued.

Solicitation 12653819Q0012 is issued as a request for quotation.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. 

This is a small business set aside under NAICS code 334614.  The small business size standard is 750 employees.  Only small business can participate in this solicitation.  Verification of business size will be completed via the vendor's SAM registration.

The U.S. Meat Animal Research Center is requesting quotes on the following contract line items:

1.  Institutional Animal Care and Use Committe (IACUC) Protocol Software - 1 year
2.  (Option Line Item) Institutional Animal Care and Use Committe (IACUC) Protocol Software - 1 year (2020)
3. (Option Line Item) Institutional Animal Care and Use Committe (IACUC) Protocol Software - 1 year (2021)
4. (Option Line Item) Institutional Animal Care and Use Committe (IACUC) Protocol Software - 1 year (2022)
5. (Option Line Item) Institutional Animal Care and Use Committe (IACUC) Protocol Software - 1 year (2023)

The U.S. Meat Animal Research Center IACUC Protocol Software Requirements are listed on the attached document labeled, IACUC Software Requirements Statement.

Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

Provision 52.212.2 Applies.  The government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.  The following factors shall be sued to evaluate offers:

1. Price
2. Technical Capability
3. Past Performance

Technical capability and past performance, when combined, are of more significance than price. 

Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes ore Executive Orders-Commercial Items, applies to this acquisition.

Quotes are due to Daniel Kinney via email at [email protected].  Offers are due by 03/01/2019 by 1700 CST.  Offerors must be registered in the System for Award Management at SAM.gov at the time of solicitation closing to be considered for this award.  Offerors must return the following to be considered for this award:

1.  Standard Form 18 - Request for Quote (Attached to Solicitation):  Must fill out blocks 11e (unit price), 11f (amount), 12a-f, 14, 15, and 16a-c.
