Notice of Intent to Sole Source:

Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Federal Motor Carrier Safety Administration (FMCSA) intends to sole source to International Business Machines Corporation (IBM) 6710 Rockledge Drive Bethesda MD 20817. The FMCSA has a need for enhanced support for IBM product WebSphere Portal Server through IBM Accelerated Value Program (AVP). Specialized support is necessary for FMCSA personnel to ensure expedited resolution of technical issues.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by December 9, 2021 at 1:00 PM EST. All questions concerning this matter should be addressed directly to [email protected]. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
