The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, and FAR 13.501(a). The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all information received before August 5, 2019 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.

This requirement is to assist EXIM in its efforts to act as EXIM Bank's commercial, financial and technical consultant (Independent Engineer) and Board Observer for EXIM Bank's ongoing monitoring, due diligence of project; and serve as Manager ("Manager") of commercial enterprise (going concern). These efforts will include, technical support services and advice to EXIM Bank to assist in monitoring the ongoing operation of the project, and to provide advice on technical and industry related commercial and financial matters that may arise while EXIM Bank is working with the current CEO and financial advisor to resolve business and financial situation
