NOTICE INVITATION FOR BIDS Pursuant to HRS 103D, electronic sealed offers via the Public Purchase System will be received up to 3:00 P.M., Hawai‘i Standard Time, on December 18, 2020 and recorded immediately for the Division of Purchasing, Department of Finance, for the FURNISHING AND DELIVERY OF ONE (1) ONLY 800 MHz P25 TRANSPORTABLE REPEATER for KAUAI EMERGENCY MANAGEMENT AGENCY, County of Kauai. The contract awarded pursuant to this Solicitation will be funded by FEMA in compliance with the terms of its Financial Assistance Award. Whether the County is a direct recipient or a sub-recipient via the State of a potential FEMA award, the more restrictive standard applies, under either Hawai‘i Revised Statutes (HRS) Chapter 103D and the Hawaii Administrative Rules or applicable federal regulations related to Federal Public Assistance Grants. Prospective contractors shall comply with all applicable Federal laws, regulations, executive orders, and FEMA requirements. Bidders are further notified of the requirements of Act 190, SLH 2011, SB 758, wherein the County of Kaua‘i is required to utilize the Hawai‘i Compliance Express (HCE) to obtain proof of compliance with tax, registration, and labor requirements prior to the issuance of an award.
