This is a presolicitation notice for Engineering support for the Integrated Flight and Fire Control Computer (IFFCC) and its Operational Flight Program (OFP).  The scope of this requirement is  to establish the engineering development environment which has the capability to compile, link, and match the check-sums of the Suite 7A OFP baseline at Hill AFB for the IFFCC OFP.    When the Suite 7A contract CDRL items were delivered there were several items that were not included in the source code delivery because they are technically part of the "development environment tool set".  These items are required to properly support the A-10C OFP and must be delivered or technical support to recreate them is required by this requirement.  Essentially all components required to perform software development (compile, link, load, debug, test) for the A-10C aircraft.

THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.301-1.  INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS.  ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT.  A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT.  INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.  SPECIFICATION, PLANS, OR DRAWINGS RELATING TO THE PROCUREMENT ARE INCOMPLETE OR ARE NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT.  THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES.
