The U.S. Secret Service (USSS) intends to negotiate on a sole source basis with SETCAN® CORPORATION for STRESSVEST® and SHOCKNIFE® products. The Government has a requirement to purchase a non-projectile, force-on-force, firearm tactical training system capable of creating stress through stimulation without fear of projectile injury for Law Enforcement.

The selected contractor must be able to provide STRESSVEST® and SHOCKNIFE® products. This Includes access to manufacturer parts, hardware, and software as needed to ensure functionality and availability of equipment. Functional laboratory equipment is critical in order to ensure that supported operations are not compromised. This notice of intent is neither a request for quotation nor a solicitation of offers.

Based on this requirement, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available.
