Illicit discharge detection and elimination is a priority in the Clean Water Implementation Program (CWIP) and the practice is known to be cost effective for nutrient and bacteria reduction. The proposed project consists of two main tasks, described below. 1. Perform a comprehensive assessment of dry-weather flows from storm drain outfalls and other discharge points in the described study area for the presence of illicit discharges. The project team will meet with each town’s public works staff before field work begins to plan the assessment phase in detail. The assessment includes recording observations and performing basic water quality tests at flowing outfalls and other discharge points, and in selected catchbasins and junction manholes within larger closed drainage systems. The recently completed stormwater infrastructure mapping will be used to guide the extent of this effort. 2. Follow-up on one previously identified advanced investigation at Bennington College in Basin 1. Upon confirming discovery of an illicit discharge, the contractor will follow the 2016 Vermont Department of Environmental Conservation Procedure for Detecting and Eliminating Illicit Discharges (See Attachment B). Prepare a section of the final report describing the scope, methods, and results of the assessment. Describe each contaminated discharge identified together with the evidence indicating its contamination, the work performed to locate the source of contamination, measures taken to eliminate the discharge, and pollutant reductions measured or projected because of discharge elimination. The report will be presented to each town Select Board where applicable. Where monitoring has indicated contamination, advanced investigations (AI) should be recommended and will be funded in a later Phase 2 Request for Proposals.
