THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis as a small business set-aside to BioVision Technologies, 64 E, Uwchlan Avenue, Exton, Pennsylvania 19341-12333 to procure the following:
1. Description: ORCA-R2 CCD Camera W/ER Chip 1344X1024, Air (-35 deg C regulated) or Water Cooled, 12/16 BIT, IEEE-1394B Interface w/ WB1394B-PE1 Kit. Low Read Noise (6-e-) Ultra low Dark Current (0.0005 e/pixel/s at -40 deg C), Product ID: Digital Camera, Quantity: 1 Each.
2. Description: Lumen 220 Illumination Systems with Manual Light Attenuator, 3 Meter Light Guide, Adapter for Zeiss AxioImager, and Two (2) 200 Watt Bulb, Product ID: Lumen Illumination System, Quantity: 1 Each.
3. Description: Updated (includes cd) from IPLab Macintosh to iVision most current version-2 users, Product ID: h-UPDT-IPLab Mac2, Quantity: 1 Each.
4. Description: Includes exciters (25mm), dischroics and Emitters (25mm) for Dapi, Aqua, Spectrum green, S Orange, and Cy5, Product ID: Set of 5 FISH Filters sets, Quantity: 1 Each.
The sole source determination is based on the fact that National Institute of Health (NIH) is the nationâs medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve peopleâs health and save lives. The National Human Genome Research Institute (NHGRI), the Genetic Disease Research Branch (GDRB) is currently using imaging microscope systems for increased sensitivity and assistance with cytogenetics experiments. The Biovision system will be used to analyze and perform studies in a state-of-the-art way to add more powerful light source. The camera will increase sensitivity for fluorescence and in particular for near IR dyes such as Cy-5. Biovision system is required to maintain compatibility with existing systems in place so that research studies are not disrupted or destroyed. Only one responsible source and no other supplies or services will satisfy agency requirements.
Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with business size standard of 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-43 (August 2, 2010).
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 31, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
