This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items. This acquisition is not expected to exceed the simplified acquisition threshold.
THIS IS A NON-COMPETITIVE COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), Office of Acquisition on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to Bitplane, Inc., an Oxford Instruments Company, 425 Sullivan Avenue, Suite 3, South Windsor, CT 06074, U.S.A for the Imaris 9.2 Data Visualization and Analysis Software for Microscopy.
This acquisition is conducted as non-competitive for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items and 13.501 Special documentation requirements and the authority of 41 U.S.C. 1901 and the statutory authority of FAR 6.302-l(b)(l)-Unique capabilities of the Imaris 9.2 Data Visualization and Analysis Software as outlined in paragraph (v) below.
Pursuant to FAR Subpart 13.501 (a) (1) (iii) the justification (excluding brand name) will be made available within 14 days after contract award or in the case of unusual and compelling urgency within 30 days after contract award.
Pursuant to FAR Subpart 13.501 (a) (1) (iv) the rationale for the brand name justification is the unique capabilities of the Imaris 9.2 Data Visualization and Analysis Software.
(iii) This solicitation incorporates the provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100, dated October 26, 2018.
(iv) The associated North American Industry Classification System (NAICS) code is 511210 and the small business size standard is $38.5 million.

(vi) Item one (1): Imaris 9.2 for Neuroscientists (FL) 3/4D Image Visualization and Analysis Software License, Part no: BPI-IM92-FL, Quantity one (1) each. The package consists of one set of node-locked licenses for Imaris and each of the following modules: Measurement Pro, Imaris Track Lineage, Imaris Coloc, Imaris XT, Filament Tracer, and Imaris Vantage. The combination of Filament Tracer and Imaris Track Lineage provide the most advanced software in the automatic detection of microtubules and neurons in 2, 3 and 4D. It is ideally suited for researchers who want to visualize, detect and study relationships between various objects (i.e. filaments, dendritic spines, points, surfaces). Researchers can also automatically analyze moving objects which can divide over time (available for Surfaces and Spots representations), create a tree representation for the split tracks and get the quantitative information from their image data. Includes 1 year of maintenance. Imaris Stitcher 9.2 Part no: BPI-IM-Stitcher92, Quantity one (1) each. Imaris Stitcher is capable of accurate and precise stitching of multiple 2D, 3D or 4D image tiles in XYZ. Imaris Stitcher is designed with an intuitive and user-friendly interface. Software automatically detects stage coordinates for every tile. If the position data is not available user can arrange the grid size and grid layout. For images with multiple channels user can select the channel used for global alignment. Imaris Stitcher reads ‘ims' files and requires conversion of native microscopy files to ‘ims' format before loading tiles (free Imaris File Converter included in the installation). Imaris Stitcher saves stitched files in ‘ims' format only. It includes one year of technical support and available updates. AutoQuant X v.3 - CWF Part no: BPI-AQX3-CWF, Quantity one (1) each. Deconvolution software for wide-field and confocal micrographs including 2-photon and spinning disc option. AutoQuant X3 is novel deconvolution software for producing high resolution results through image restoration by removing out of-focus haze, blur, noise and other problems from both 3D and 2D micrographs. It uses AutoQuant's proprietary Blind Deconvolution which is both iterative and constrained (3D Blind, 2D Blind). It also offers non-iterative high-speed algorithms: Inverse Filter, No/Nearest Neighbors. AutoQuant X3 runs on PC platforms in 32 and 64-bit modes. Item two (2): Imaris 9.2 for Cell Biologists (CL) 3/4D Image Visualization and Analysis Software License, Part No. BPI-IM92-CL, Quantity two (2) each. The package consists of one set of node-locked licenses for Imaris and each of the following modules: Measurement Pro, Imaris Track Lineage, Imaris Coloc, Imaris XT, Imaris Cell, and Imaris Vantage to be used on a single dedicated workstation. The package includes advanced functionality to detect cells and their major compartments, discover intracellular relationships, study motion, explore cell differentiation using an interactive lineage tree. Includes 1 year of maintenance.
(vii) Government's Anticipated Delivery: Within Forty-Five (45) Days After Receipt of Order (ARO). Delivery Point: FOB Destination. Delivery Location: Porter Neuroscience Research Center 35 Convent Drive Bethesda MD 20892. The successful offeror shall coordinate delivery arrangements with the customer prior to shipment. The Loading Dock hours are as follows: 8:00 am to 4:30 pm Eastern Time, Monday through Friday except on Federal holidays. All products delivered must contain a Packing Slip (with serial numbers as applicable).
(viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.
(ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers are the unique technical and performance capabilities of Imaris 9.2 Data Visualization and Analysis Software (as outlined in paragraph vi) and cost. Technical and past performance, when combined, are significantly more important than cost or price.
(x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.
(xi) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
