INTRODUCTION

This is a Sources Sought Notice for the U.S. Department of Transportation, National Highway Traffic Safety Administration's Office of Traffic Injury Control, Research and Program Development to identify the availability and capability of sources to design, execute, and completely meet the objectives of the effort described herein.

 

This Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA).  The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation or use of any information submitted.  NHTSA will not provide respondents with receipt or acknowledgment of responses or evaluation of information received.  As a result of this Notice, the NHTSA may issue a Request for Proposals.  A determination by the NHTSA not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the NHTSA.

 

BACKGROUND

The Office of Traffic Injury Control, Research and Program Delivery (RPD) administers traffic safety programs and provides national leadership and technical assistance to States, local communities, national organizations, and other partners in the identification, research, planning, development, demonstration, evaluation, and dissemination of highway safety programs.

 

Each year, approximately 40,000 people die in motor vehicle crashes.  A significant portion of these crashes is attributed to people driving impaired.  In 2007, 32 percent of fatalities in motor vehicle traffic crashes involved at least one driver or motorcycle rider with a BAC of .08 or above - an average of one fatality every 39 minutes.  A total of 12,998 people were killed in these crashes.  Impaired driving is one of America's most often-committed and deadliest crimes.

 

Many states with high numbers and rates of impaired driving fatalities are also found to have high crime, poor health scores and low education levels.  This information may suggest that there are factors or characteristics of a State or community that may create an environment for high risk behaviors such as impaired driving.

 

OBJECTIVES

The Impaired Driving Division of the RPD is interested in:

 

•1.      Determining whether there are demographic, socioeconomic, environmental, health, educational, cultural, or other characteristics of a State or community that may be associated with high rates or numbers of alcohol-impaired driving.

•2.      Identify programs, activities or other strategies that have been or might be used effectively to reduce impaired driving in States or communities with these characteristics.

 

CAPABILITY

The corporate capability statement is expected describe its capabilities, experience, and methods that demonstrate the ability to meet the objectives of the effort.  Specifically, the corporate capability statement shall include:

  • Demonstration of understanding of the objectives by including a brief statement of the approach the organization would take to meet these objectives.
  • Ability and experience to meet the objectives described.
  • Skills and techniques integral in achieving the objectives.
  • Experience and expertise in:
    • Obtaining, analyzing, and making logical deductions from multiple data sources that include but are not limited to national and state traffic safety, crime, health, demographics, socio economics, population, marketing and/or policy data.
    • Identifying programs and strategies to address demographic, socioeconomic, environmental, health, educational, cultural, or other characteristics of a State or community that may be associated with high rates or numbers of impaired driving.
    • Epidemiological practices and population-based management.
    • Writing detailed analytic reports as well as reports that describe programs and campaigns for use by the public, program managers, State officials, and policy makers.
  • Knowledge and understanding of
    • Traffic safety as a public health issue and the interconnectivity of individual behaviors, community and environment, public and health policies, and clinical care.
    • Program and strategy development and implementation to address public health issues, specifically traffic safety.

 

Format of Corporate Capabilities Statement:

 

Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 6 pages to meet the objectives described.  All proprietary information should be marked as such.

 

All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
