FAA Interfacility & Radar Simulation (FIRS) Maintenance and Enhancement Support In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) paragraph 3.2.2.4, Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) intends to modify contract DTFACT-13-D-00012 Delivery Order 0001 with JVN Communication, Inc., with an initial period of performance of sixty months from date of award (9/16/2013 to 9/15/2018). Performance will extend from 9/16/2018 until 9/15/2019. This Contract provides engineering services to the Air Traffic Organization – Terminal Second Level Engineering (TSLE) (ATO-TSLE) with FAA Inter-facility Radar Simulator (FIRS), Simulation Driver Radar Recorder (SDRR) and Graphical Scenario Generation Tool (GSGT) and other proprietary products, which will include all enhancements, new requirements and maintenance of their products. In addition, they will provide support to existing Stand-alone Inter-facility Radar Simulator (SIRS). TSLE is a second level engineering support organization that provides support to all major National Air Space (NAS) Terminal Systems including the following: Standard Terminal Automated Replacement system (STARS), Common Automated Radar Terminal Systems (CARTS) and Terminal Automation Replacement and Modernization System (TAMR). These will be referred to collectively as Terminal ATC Automation Systems. The enhancements and maintenance includes the servers and/or standalone processors, user licenses and training of Simulation Driver Radar Recorder (SDRR) Graphical Scenario Generation Tool (GSGT), Random Access Plan Position Indicators (RAPPI) Airspace Visual Display (AVID), Inter-facility Shadow (IFShadow) and JVN Flight Data Input/Output (JFDIO) platforms. Each product encompasses hardware, Linux operating system, application software and permanent user licenses. JVN Communications Inc. owns intellectual property rights to all FIRS applications and device drivers. SIRS and RIFRS produce NAS inter-facility data, multiple RADAR information, capable of reproducing this data from any supported RADAR approach control. SDRR provides new external surveillance sources such as Automatic Dependent Surveillance - Broadcast (ADS-B) and Multilateration (MLAT). SIRS is used within the STARS Central Support Complex (SCSC) located at the WJHTC and supports several STARS test systems. RIFRS is used at test systems located at the WJHTC and ARTS IIE Operational Support Facilities (OSF). SIRS and RIFRS are an intricate part of the OSF operational structure. A competitive solicitation is not available for this procurement.
