The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii (413th CSB, RCO-HI), intends to solicit proposals for a single award contract consisting of firm-fixed price (FFP) contract line items.  The period of performance will consist of a 6-month base period (Performance commencement date of 1 April 2017), a 6-month first option and two 12-month option periods to extend the term of the contract.

The objective of this procurement is to provide Information Technology (IT), Visual Information (VI), and Systems Administration (SA) support services to Tripler Army Medical Center (TAMC) campus and their supported outlying clinics in Hawaii.  IT support services include but are not limited to: help desk, system administrator/analyst (SA), IM/IT management, system engineering, system center configuration manager (SCCM) and IT related administrative support.  VI support services include but are not limited to: medical/non-medical photography, video teleconferencing (VTC), use and support of web-based collaboration tools and portals, scheduling/coordination for patient/provider telehealth exercises, group sessions, briefings, conferences, meetings and ceremonies, satellite reception, in-house television broadcasting, medical/non-medical graphics, VI digital services for briefings, conferences, meetings, ceremonies and classroom instruction, and VI related administrative services.

Services will be provided on-site on the TAMC Campus (which includes the hospital facility and all medical classified buildings on Tripler Hill.), RHCP Offices, and Warrior Ohana Medical Home Clinic (WOMH), with infrequent support services at Schofield Barracks Health Clinic and Fort Shafter.  The contractor may also be required to provide services at other off- site locations requiring contractor support or presence. The contractor's site manager will be notified by their contractor staff when off-site services are required.

This is a follow-on requirement and consolidation of multiple contracts.  The current contract numbers are:

W912CN-14-F-0007 and the incumbent contractor for this requirement is 22nd Century Team LLC, 8300 Greensboro Dr Ste 285. McLean, VA 22102-3612.

W912CN-16-P-0165 and the incumbent contractor for this requirement is Native Hawaiian Veterans, 3375 Koapaka St. Ste F238-20, Honolulu, HI 96819-1814.

W81K02-13-C-0001 and the incumbent contractor for this requirement is Kukulu LLC, 3375 Koapaka St Ste C335, Honolulu, HI 96819

W81K02-14-P-0016  and the incumbent contractor for this requirement is Kili LLC 700 Bishop St#1930, Honolulu, HI 96813.

This procurement will be a competitive 8(a) set-aside. At the time that an offeror submits its offer, it must represent to the Contracting Officer that it is a currently registered 8(a) concern under the North American Industry Classification System (NAICS) 541513 Computer Facilities Management Services with the small business size standard of $27.5 million.

No Solicitation or Request for Proposal (RFP) is currently available. The solicitation will be available for download on or about October 28, 2016. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Proposal submissions will be due on or about December 5, 2016. The actual proposal due date will be specified in the solicitation.  The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal is the lowest price and meets the technical requirements indicated in the Performance Work Statement (PWS). 

At the time an offeror submits its offer the offeror must be registered within the System for Award Management (SAM) database in order to receive an award for this procurement.
