The Preservation Research and Testing Directorate (PRTD) within the Library of Congress (LOC) requires an upgrade of the optical bench mainframe for the Thermo Nicolet Nexus 670 Fourier Transform Infra-Red (FTIR) Spectrometer and Continuum Infra-Red (IR) Microscope system in accordance with the specifications listed in the attached draft statement of work (SOW).
 

LOC intends to issue this requirement as a sole source purchase order to a company called Thermo Electron North America, LLC. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft SOW. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:

1) Company Name, DUNS Number, Address, Point of Contact, phone number and email address;
2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.);
3) References, including name, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses;
4) Socioeconomic status, including whether the vendor is a woman owned, minority owned, blind or service disabled veteran owned; and
5) Resumes for key personnel that would work on the contract for individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work (Resumes are not counted as part of the 5 page limit for capabilities statements)
