LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.***

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued.

This solicitation is being issued as a Request for Quotation (RFP) IAW FAR Parts 12. There reference number is FA5575-12-R-0012.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 and DFARS.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish Law. Companies must meet the requirements by Spanish legislation for execution of Government works.

All prospective eligible contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be eligible for award. Registration requires applicants to have DUNS number from Dunn & Bradstreet and NATO Cage Code from Http://www.dlis.dla.mil/Forms/Form_AC135.asp.

The NAICS code for this requirement is 238210, Telecommunications equipment and wiring (except transmission line) installation.

The United States Government intends to award a Firm-Fixed Price contract resulting from this solicitation to the responsible offeror whose conforming to the solicitation will be the most advantageous to the Government, price, technical capability and past performance considered. The Government intends to make award to the lowest priced technically acceptable offer with acceptable past performance.

This combined synopsis/solicitation is for the following:

QUUG-10-00007, Premise Wiring Modernization SEG 1. The contractor shall engineer, furnish, install, and test network connectivity to offices and desktops; i.e. installation of new structured data network premise wiring as well as the removal of existing outdated premise wiring of the Unclassified but Sensitive Internet Protocol Router Network (NIPRNet) IAW applicable EIA/TIA standards, and BICSI standards at Moron AB, Spain.

Site Visit: An organized site visit has been scheduled for 9 August 2012 at 0900 local time. Please contact the Contracting Office by close of business on 7 August 2012 if you plan to attend, in order to arrange entry into the base. Participants should arrive 30 minutes prior to the start of the meeting in order to allow sufficient time between accessing the base and the start of the meeting. Participants will meet at the Contracting Office in Bldg 106. Attendance is highly recommended.

Period of Performance:

***Contract performance is to take place within 150 calendar days of contract award. (Pop 150 Days) This period of performance is negotiable.

•52.212-2 EVALUATION OF -COMMERCIAL ITEMS (JAN 1999)

(a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price
ii. Technical Capability
iii. Past Performance

Technical and past performance, when combined, are approximately equal to cost or price.

This solicitation will be awarded using Lowest Price Technically Acceptable (LPTA) procedures. Please reference Attachment 1, Technical Documentation Requirements.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
