By way of this Notice, and in accordance with FAR 6.302-1, The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Service Contract to Enbridge Incorporated of 1100 Louisiana #3300, Houston, TX 77002 to provide installation of test stations, laboratory testing, and numerical modeling along an Enbridge Pipe Line that originates in Superior, WI and terminates in Griffith, IN. Due to the utility pipe line being owned and operated by Enbridge, Enbridge has the specific access, expertise and specialized knowledge that uniquely qualifies it to provide the installation and implementation of the specialized corrosion monitoring required for evaluating the impact of the Dispersal Barrier Project. Enbridge has been identified as the only entity with project-specific knowledge and experience that can provide the required work.

The Classification Code for this procurement is North American Industry System (NAICS) 541330, with a small business size standard of $15,000,000.00.

The Chicago District, U.S. Army Corps of Engineers intends to award a firm fixed price service contract for the aforementioned project.

This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on January 6, 2014.
