MEMORANDUM FOR ALL CONTRACTORS

SUBJECT: Notice of Intent to Sole Source

1. Homestead Air Reserve Base (HARB), Florida, intends to solicit and award a sole source contract to Physical Sciences Inc., 20 New England Business Ctr Dr Andover, MA 01810-1022 for the InstantEye Mk-3 GEN4-D1 (HL) Kit (MIL). This sole source requirement meets the conditions of FAR 13.106-1(b)(1)(i); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. HARB seeks to issue a sole source firm fixed price contract to Physical Sciences, Inc. for the InstantEye Mk-3 GEN4-D1 (HL) Kit (MIL). This model is the only device that meets all essential characteristics and is authorized for purchase. Physical Sciences Inc., is the sole manufacturer of the InstantEye Mk-3 GEN4-D1 (HL) Kit (MIL).

2. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 336411 and the Small Business size standard is 1,500 EMP. This will be a firm fixed price contract. The purchase of this requirement includes the following:

CLIN 0001- InstantEye Mk-3 GEN4-D1 (HL) Kit (MIL)
CLIN 0002- Tactical Standoff Payload (TSOP), InstantEye Mk-3
CLIN 0003- 10X-CATR Camera, InstantEye Mk-3
CLIN 0004- InstantEye Basic Operator Course-Mk3 GEN4-D1/D2

3. Interested parties are required to provide equal parts meeting the above brand name requirements. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit a quote, which shall be considered. If no responses are received by 4:00 p.m. Eastern Standard Time, 10 August 2021, a Sole Source contract will be pursued with Physical Sciences, Inc.
