*** PHASE 2 Pre-Solicitation Notice
The following serves as a Phase 2 Pre-solicitation notice in accordance with FAR 5.201 and 5.203:
The BEP anticipates requesting proposals for Phase 2 in the upcoming weeks. As stated in Phase 1, BEP does not intend to issue a separate, formal solicitation for Phase 2. Instead, Phase 2 proposals will be requested from the Phase 1 contractors by means of a letter.
All information required for preparation of Phase 2 proposals, including the final evaluation criteria and factors, will be provided at that time.
Notwithstanding BEP’s expectation that only the Phase I contractors will be capable of successfully competing for Phase 2, all proposals will be considered. Any other responsible source may indicate its desire to submit a proposal by responding to the Phase 2 synopsis, and BEP will provide that source all the material furnished to the Phase 1 contractors.
To be considered for a Phase 2 award, offerors must directly demonstrate to the BEP printing performance and functionality equivalent to that of the Phase 1 contractors, along with providing Corporate Experience that is acceptable based upon the Phase 1 evaluation factor “Corporate Experience”. Also, offerors must demonstrate printing results that are determined technically acceptable by the BEP’s subjective evaluation, based upon the Phase 1 subfactor “Subjective Evaluation”. Failure to demonstrate printing performance and functionality, corporate experience, and achieve acceptance fully and completely from the BEP’s Subjective Evaluation, may render the proposal unacceptable with no further consideration for contract award.
